Defines "raw or unfinished forest products" to include wood chips, paper, pulp, oriented strand board, laminated strand lumber, hardboard, treated lumber, untreated lumber, and barrel staves for permit purposes.

Creates a six-axle vehicle permit allowing vehicles with six or more axles to haul forest products at gross weights up to 90,000 pounds, or 99,000 pounds during commissioner-designated seasonal periods, on non-interstate highways.

Establishes a six-axle and over-width vehicle permit allowing loads up to 114 inches wide with the same weight limits, but requiring red or orange safety flags and prohibiting operation in metropolitan counties (except Interstate 35 under federal conditions or if gross weight does not exceed 80,000 pounds).

Requires permitted vehicles to comply with seasonal load restrictions, bridge load limits, have six or more axles with brakes on all wheels, and not exceed 20,000 pounds on any single axle.

Allows permit expiration dates to match vehicle registration expiration dates upon applicant request and becomes effective August 1, 2023.
