Modifies the order of presidential and vice presidential candidates on Minnesota state general election ballots to list candidates of the major political party with the smallest average vote total first, followed by parties with successively higher vote totals.

Requires names of candidates nominated by petition for president and vice president to appear after major party nominees, with the secretary of state determining their order by lot no later than 11 weeks before the general election, organized by political party or principle.

Establishes that candidates for other partisan offices (excluding president and vice president) shall have their names rotated on the general election ballot using the same method applied to state partisan primary ballots.

Requires that for candidates nominated by petition for any partisan office, their stated political party or political principle must appear after their name on the ballot, and prohibits labeling such candidates as "nonpartisan."
