Amends Minnesota Statutes section 256B.69 to require managed care plans and county-based purchasing plans to offer contracts to current personal assistance agencies when seniors age 65 and older enroll in these plans.

Applies when a senior has continuously received personal assistance from the same agency for at least six months prior to new enrollment, and the senior continues to live in the agency's service area.

Requires the current agency to accept the managed care plan's or county-based purchasing plan's in-network reimbursement rate as payment in full and agree to enter into a contract for personal assistance services.

Defines "agency" to include agency providers, financial management services providers for directly employed direct care staff, and personal care assistance provider agencies under specified statute sections.

Takes effect January 1, 2025.
