Authorizes the city of Chanhassen to impose a local sales and use tax of up to 0.5% upon voter approval at a general election.

Requires tax revenues to pay for collection and administration costs, plus up to $40,000,000 in construction costs for the Avienda Recreational Facility, including debt service on bonds issued for the project.

Allows the city to issue bonds up to $40,000,000 principal amount, exempt from state debt limitations and levy limitations, without requiring a separate election.

Tax expires at the earlier of 20 years after first imposition or when the city council determines sufficient revenues have been collected to pay project costs plus bond issuance costs and interest.

Any remaining funds after tax termination must be placed in the city's general fund, and the tax may expire earlier by city ordinance determination.
