Adjusts pupil transportation adjustment from 18.2 percent to 100 percent for fiscal year 2023 only, notwithstanding existing statute.

Provides supplemental nutrition aid for fiscal year 2023 to school breakfast and lunch program participants equal to their fiscal year 2022 actual expenditures minus state and federal aid received.

Provides supplemental English learner cross subsidy aid for fiscal year 2023 equal to the difference between school districts' actual English learner service expenditures and English learner revenue for fiscal year 2022, to be reserved as basic skills revenue.

Appropriates $100,000,000 for fiscal year 2023 for supplemental special education cross subsidy aid, distributed to districts based on their ratio of initial special education cross subsidy in fiscal year 2022.

All provisions are one-time appropriations effective the day following final enactment.
