Classifies all data in Minnesota's statewide voter registration system as public data on individuals, except as specifically restricted in the bill.

Designates the following as private data: voter date of birth, driver's license number, identification card number, military identification card number, passport number, and any part of a voter's Social Security number.

Classifies presidential primary political party affiliation as private data, but requires the secretary of state to provide this list to the chair of each major political party.

Allows voters to request their name be withheld from public voter lists upon submitting a signed statement that withholding is required for safety of the voter or their family.

Requires any person requesting public voter data to state in writing that the information will not be used for purposes unrelated to elections, political activities, or law enforcement; effective the day following final enactment.
