Appropriates $13,390,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for phase 1 of the Oslo area flood mitigation project, including $11,680,000 for reconstruction of Trunk Highway 1 bridge over the Red River at Oslo and $1,710,000 for Trunk Highway 317 bridge reconstruction in Marshall County.

Appropriates $6,790,000 from the bond proceeds fund for phase 1 of the project, including $460,000 for regrading and resurfacing roadways and levees near the Red River and $6,330,000 for railroad bridge reconstruction or replacement near Trunk Highway 1 at Oslo.

Authorizes the commissioner of management and budget to sell and issue up to $13,390,000 in state bonds under Minnesota Statutes sections 167.50 to 167.52 to fund the trunk highway appropriation.

Authorizes the commissioner of management and budget to sell and issue up to $6,790,000 in state bonds under Minnesota Statutes sections 16A.631 to 16A.675 to fund the general bond proceeds appropriation.

Appropriations are available for predesign, design, engineering, environmental analysis, right-of-way acquisition, and construction, and funds may only be used for Minnesota projects and when sufficient funds are committed to complete phase 1.
