$74,000,000 appropriated from the state transportation fund bond proceeds account to the commissioner of transportation for grants to the city of Blaine, Anoka County, or both for highway improvements.

Funds designated for predesign, right-of-way acquisition, design, engineering, and construction of intersection improvements at four locations: 99th Avenue Northeast, 105th Avenue Northeast, Anoka County State-Aid Highway 12 (109th Avenue Northeast), and 117th Avenue Northeast.

Project scope includes associated frontage roads, backage roads, connecting local streets, and utility infrastructure improvements necessary for construction.

Commissioner of management and budget authorized to sell and issue up to $74,000,000 in state bonds to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

No nonstate contribution required for the project; takes effect the day following final enactment.
