Amends Minnesota Statutes section 124D.56 to increase the revenue cap for the community education for adults with disabilities program from $60,000 to the greater of $1.00 times the school district population or the district's fiscal year 2023 adults with disabilities revenue.

Increases the program aid cap from $30,000 to the difference between the district's adults with disabilities revenue and the district's adults with disabilities levy.

Modifies the levy limitation to not exceed the greater of the district's revenue under the new formula or a tax rate of .00007 times the district's adjusted net tax capacity.

Appropriates unspecified sums from the general fund to the Department of Education for fiscal years 2024 and 2025 for the program.

For fiscal year 2024 only, allows districts to use their prior year (taxes payable in 2023) levy amount as their certified levy while computing aid based on the new revenue formula.
