S.F. No. 90 Summary

• Establishes an active shooter firearm training program through the Bureau of Criminal Apprehension, offered at no cost to teachers and employees of public elementary, middle, and secondary schools, charter schools, and postsecondary institutions at least once per year.

• Creates a new "school permit to carry" that allows trained teachers and employees to carry firearms on school property if they have completed the active shooter training within one year and either have or are applying for a regular permit to carry.

• Adds an exemption to Minnesota's prohibition on weapons possession on school property for teachers and employees who possess a school permit to carry under the new authorization.

• Sheriffs must issue school permits to carry to eligible applicants and may charge a processing fee not to exceed $100; permits expire one year after issuance and may be renewed.

• Prevents employers and postsecondary institutions from restricting firearm carry by authorized teachers and employees, and prohibits school districts from regulating firearms in a manner inconsistent with these provisions.
