Establishes "care evaluation" as a covered medical assistance home care service, defined as a face-to-face evaluation to develop, update, or review a recipient's plan of care for home care services (excluding personal care assistance).

Adds care evaluations to the list of home care services covered without authorization, allowing recipients up to nine face-to-face visits per calendar year that may include only skilled nurse visits or care evaluations.

Requires reimbursement rates for care evaluations to equal a specified percentage of the medical assistance reimbursement rate for skilled nursing visits, with evaluations occurring during start-of-care, resumption-of-care, or recertification visits.

Establishes homemaker service rates for developmental disabilities, brain injury, community alternative care, and community access for disability inclusion waivers equal to rates under sections 256S.21 to 256S.215, effective January 1, 2024.

Directs the commissioner of human services to identify and report on billable care coordination activities for medical assistance home care services by February 1, 2024, and issue provider guidance by January 1, 2024.
