Appropriates $5,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Freeport for reconstruction of the Interstate Highway 94 and 1st Avenue intersection

Funding covers preliminary and final design, engineering, permitting, demolition of the existing bridge over I-94, construction of a new interchange, pedestrian safety improvements, public utilities, and storm water management

Authorizes the commissioner of management and budget to sell and issue up to $5,000,000 in state bonds to provide the appropriated funds, following procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7

Exempts the appropriation from Minnesota Statutes section 16A.86, subdivision 4 requirements

Becomes effective the day following final enactment
