SF911 Summary

• Amends Minnesota Statutes section 123B.90 to clarify that school bus safety training applies to both public school pupils and nonpublic school pupils transported at public expense in kindergarten through grade 10.

• Creates new section 123B.935 requiring districts to provide active transportation safety training to students in kindergarten through grade 8, including pedestrian safety and bicycle safety instruction.

• Establishes deadlines for safety training delivery: kindergarten through grade 3 students must receive training by end of week 3, grades 4-8 by end of week 6, and students enrolling after week 2 must receive training within four weeks of enrollment.

• Allows districts and nonpublic schools to provide active transportation and school bus safety training through distance learning and permits pre-school training for kindergarten pupils.

• Requires the commissioner of transportation to maintain a comprehensive collection of active transportation safety training materials meeting the statutory requirements.

• All provisions are effective August 1, 2023.
