Amends Minnesota Statutes section 122A.50 to create a new subdivision requiring school districts to provide teachers with time to complete special education due process forms and procedures beginning in the 2023-2024 school year.

For fiscal year 2024, due process revenue equals $116 per adjusted pupil unit for regular school districts and $33 per adjusted pupil unit for districts in intermediate school district or cooperative units; for fiscal year 2025 and later, revenue equals $65 and $13 per adjusted pupil unit respectively.

Requires districts to negotiate a plan with teachers' exclusive representatives on how to use the revenue, with options including 175 hours of paid time per special education teacher, substitute teacher costs, flexible learning days, or hiring due process clerks.

If district and teachers' representatives cannot reach agreement on a plan, the revenue must be used to provide 175 hours of paid time to special education teachers, though parties may agree to reduce hours for alternative uses.

Appropriates funds from the general fund to the Department of Education for fiscal years 2024 and 2025 (specific dollar amounts blank in introduced version).
