Limits spouse-provided personal assistance services to 60 hours per seven-day period.

Clarifies that these provisions do not increase the total authorized consumer-directed community supports budget for an individual.

Applies identical service hour limitations and wage restrictions to Community First Services and Supports (CFSS) programs, with wages capped at current CFSS support worker rates including benefits and payroll taxes; becomes effective upon federal approval.
