Proposes amendment to Minnesota Constitution, Article VII, Section 1 to expand voting eligibility for property owners on local levy and bond referendums.

Allows owners of nonhomesteaded agricultural land, nonhomesteaded and noncommercial real property, or small business property to vote in the precinct where the property is located, even if they are not residents.

Requires voters to be at least 18 years old, U.S. citizens for three months, and Minnesota residents for three months to qualify for this property-based voting right.

Restricts voting by persons convicted of treason or felony unless restored to civil rights, persons under guardianship, and persons who are insane or not mentally competent.

Submission to voters scheduled for the 2024 general election with ballot question asking whether to amend the Constitution to allow non-resident property owners to vote on local levy or bond referendums where their land is located.
