Appropriates $42,100,000 from the trunk highway fund to the commissioner of transportation for an interchange project at U.S. Highway 14 and County State-Aid Highway 44 in Olmsted County.

Funds cover property acquisition, environmental analysis, design, engineering, right-of-way acquisition, construction, and equipment for the interchange including a flyover at 7th Street NW and associated infrastructure.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $42,100,000 under Minnesota Statutes sections 167.50-167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, excluding accrued interest and premiums, must be deposited into the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
