Establishes automatic voter registration for eligible individuals who apply for Minnesota driver's licenses, instruction permits, identification cards, or medical assistance benefits, contingent on proof of United States citizenship.

Requires applicants to receive notice by mail within 20 days of application with opportunity to decline registration; those who decline may register with each subsequent qualifying application.

Mandates Department of Public Safety and Department of Human Services to modify applications to serve as voter registration forms and transmit applicant information electronically to the secretary of state, with systems testing required by December 1, 2023.

Allows commissioner of management and budget to require other state agencies to implement automatic voter registration if they collect name, residential address, date of birth, citizenship verification, and signature; final decision deadline June 1, 2025.

Effective date is July 1, 2023; registration becomes effective 20 days after qualifying application unless applicant declines, and does not prevent election day registration.
