Requires the commissioner of labor and industry to adopt rules mandating installation of adult-size changing facilities in restrooms accessible to the public as part of the State Building Code.

Authorizes the commissioner to use expedited rulemaking process under Minnesota Statutes section 14.389 to develop rules for adult-size changing facilities.

Applies to existing State Building Code special requirements provisions covering parking facilities, smoke detection, hospital doors, child care facilities, residential buildings, and other building components.

Effective date for rulemaking authority is the day following final enactment.
