Prohibits K-12 schools from designating parent contact information (home address, telephone number, email address) as publicly available directory information under Minnesota's government data practices law

Removes existing provision that allowed schools to treat parent data as directory information by following the same procedures used for student data

Requires educational agencies to share parent contact information with the Minnesota Department of Education for federal reporting purposes and may share it with the Department of Employment and Economic Development for special education transition services

Exemption applies only to postsecondary institutions, which may still designate student and parent contact information as directory information

Effective the day following final enactment, with retroactive application requiring any parent contact information previously designated as directory information to be reclassified as private data
