Department of Education must establish a working group to review the current age limit (age 6) for children receiving special education services for developmental delay and assess the impact of raising eligibility to age 7

Commissioner must appoint members by July 1, 2025, including representatives from Minnesota Administrators for Special Education, Professional Educator Licensing and Standards Board, Minnesota Association of Colleges for Teacher Education, Education Minnesota, and PACER Center

Working group membership requires geographic diversity, with representatives from both the seven-county metropolitan area and outside the metro area

Report with findings and recommendations due to K-12 education legislative committees by February 1, 2026

Members serve without compensation; working group expires February 1, 2026 or upon report submission, whichever is earlier
