Removes the prohibition on disciplinary dismissals for students in kindergarten through grade 3, while maintaining the prohibition for preschool and prekindergarten students

Allows pupils in kindergarten through grade 3 to be dismissed for up to three school days, and changes expulsion/exclusion criteria from requiring an "ongoing serious" safety threat to just a "safety threat"

Eliminates the requirement for schools to use nonexclusionary disciplinary policies before dismissal, replacing it with a requirement to provide alternative educational services before dismissal

Repeals section 121A.425 subdivision 2 (nonexclusionary discipline requirements for early learning) and section 121A.611 (restrictions on recess detention and protections for student breaks/mealtimes)

Effective date is July 1, 2025
