Removes South International Falls and the Papermakers sewer district from the North Koochiching Area Sanitary District, leaving International Falls, Ranier, and East Koochiching county sewer district as member municipalities

Reduces the sewer board from 9 members to 7 members: International Falls drops from 4 to 3 appointees, East Koochiching county sewer district increases from 1 to 2 appointees, and adds 1 new at-large member appointed by the board

Allows the Crane Lake Water and Sanitary District to reduce its board of managers from 5 members to 3 members upon approval by the related governing body

Repeals the statutory definition of "Papermakers sewer district" from the 1981 law establishing the sanitary district

Requires local approval by the North Koochiching sanitary sewer board before taking effect
