Office must establish procedures to help consumers harmed by restrictions on patient choice, service denials, or quality of care reductions from payers or providers

Office will collect and publish health plan quality of care and patient satisfaction data on its website, and coordinate with private and public consumer assistance programs

Annual report required to legislature by February 15 detailing the previous year's activities and recommending policy changes to reduce complexity for consumers
