Increases the state-funded adjustment for charter schools' unreimbursed special education costs from 10% to 40% for fiscal year 2026 and later, for most charter school students

Provides a 50% state adjustment for charter schools where at least 70% of total enrollment consists of students eligible for special education services

Reduces resident school districts' responsibility for unreimbursed charter school special education costs from 80% to 50% beginning in fiscal year 2026

Maintains the 80% resident district responsibility for special education costs when students are served outside the resident district at non-charter schools

Appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2026 and 2027 for special education aid under Minnesota Statutes sections 125A.76 and 125A.79
