Establishes a $4.50 per filled prescription payment to eligible outpatient retail pharmacies in Minnesota serving Medical Assistance enrollees, intended to improve pharmaceutical access in rural and underserved areas

Eligible pharmacies must be located in a federally-designated medically underserved area, primarily serve a medically underserved population, or share common ownership with 12 or fewer Minnesota pharmacies

Excludes pharmacies owned directly or indirectly by pharmacy benefit managers or health carriers from receiving the payment

Requires managed care plans, county-based purchasing plans, and their contracted pharmacy benefit managers to pay the directed payment, which cannot supplant or reduce any other dispensing fees paid to pharmacies

Effective July 1, 2025 or upon federal approval, whichever is later; appropriation amounts for FY2026 and FY2027 are left blank in the bill text
