Establishes a grant and forgivable loan program administered by the Commissioner of Health for dental assisting and dental hygiene higher education programs accredited by the Commission on Dental Accreditation to expand student enrollment capacity.

Eligible uses include expanding or building clinic infrastructure, improving classrooms, creating student scholarships, improving faculty and staff salaries, and obtaining equipment and educational resources.

Priority given to programs with the highest potential to increase student capacity, with no preference shown between dental hygiene and dental assisting programs.

Appropriates $20,000,000 in fiscal year 2026 from the general fund as a one-time appropriation, available until June 30, 2028.
