Requires parcels to be zoned for multifamily housing at guided density levels to count toward a municipality's affordable and life-cycle housing goals under the Metropolitan Land Planning Act

Clarifies that local fiscal devices or official controls do not conflict with comprehensive plans if they permit all uses at densities required by the plan, prohibit all expressly prohibited uses, and allows commercial/industrial controls to be more specific than the comprehensive plan

Requires local government units to process development applications consistent with the comprehensive plan within statutory timelines under section 15.99

Repeals special laws from 2017 and 2018 that allowed the cities of Oak Grove and Nowthen to override Metropolitan Council land use designations for their comprehensive plans

Applies to the seven-county Twin Cities metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties) and directs the Metropolitan Council to update its development guide accordingly
