Amends Minnesota Statutes section 15.99 to specifically distinguish building permit applications from other governmental approval requests (zoning, septic systems, watershed reviews, etc.)

Requires agencies to approve or deny building permit applications "as expeditiously as possible" while maintaining the existing 60-day decision deadline

Removes automatic approval for building permits if an agency fails to act within 60 days, unlike other permit types which are automatically approved after 60 days of inaction

Mandates agencies that take longer than 60 days to decide on a building permit must refund all permitting fees to the applicant within five business days of the decision

Allows applicants to designate a representative to act on their behalf for permit requests, with notices to the designee deemed given to the applicant
