Changes the deadline for the Compensation Council to submit judicial salary recommendations from April 1 of odd-numbered years to September 1 of even-numbered years, with salaries taking effect July 1 of the following year

Removes the provision exempting analytical and policy support from the commissioner of management and budget from ex parte communication restrictions

Repeals the prohibition on ex parte communications between Compensation Council members and constitutional officers, agency heads, judiciary members, and Direct Care and Treatment executive board members during the recommendation period

Removes the council's authority to set salary intervals at "whatever interval the council recommends thereafter" for judicial salary recommendations, while retaining this flexibility for constitutional officers and agency heads
