Renames the Minnesota Higher Education Facilities Authority to the Minnesota Health and Education Facilities Authority and expands its mission to include financing construction, acquisition, and improvement of health care facilities in addition to higher education facilities

Increases the authority's total revenue bond capacity from $2 billion to $5 billion, with education facilities capped at $2.25 billion and health care facilities capped at $2.75 billion

Expands the authority's board from eight to nine governor-appointed members, adding a requirement for at least one member from a health care organization, plus a nonvoting advisory member from a nonprofit health care association

Defines eligible health care facilities broadly to include hospitals, clinics, nursing homes, assisted living facilities, medical laboratories, and various other health-related structures operated by nonprofit organizations in Minnesota or contiguous states

Requires health care organizations to certify that bond proceeds will not directly or indirectly benefit private parties or private equity-funded entities, and requires consent by resolution from cities/towns with populations over 100,000 where health care projects are located
