Requires applicants for nonferrous sulfide ore mining permits, licenses, or leases to submit disclosure statements detailing ownership information, officers, directors, and any environmental, safety, or corruption violations from the past 15 years

Prohibits state commissioners from conducting environmental review or issuing mining permits to applicants with violations including environmental law convictions, consent decrees, bribery charges, or civil sanctions exceeding $1,000,000 collectively within the past 15 years

Extends disqualification to subsidiaries, affiliates, entities with common ownership, those holding more than 5% equity/debt in a disqualified business, or companies employing disqualified individuals as officers or directors

Commissioners must determine within 6 months of receiving a disclosure statement whether an applicant is prohibited from receiving permits

Effective the day after enactment; applies to projects with ongoing environmental review and to permits granted, renewed, modified, or amended after that date
