$4,050,000 appropriated from state bond proceeds for a grant to the city of St. Louis Park for infrastructure improvements along Wayzata Boulevard, Zarthan Avenue, and 16th Street

Funded work includes street reconstruction, trail and sidewalk construction, roundabout construction, and replacement or repair of water, sewer, and storm sewer facilities

Additional eligible expenses include streetlights, signals, striping, signs, pavement, curb, and gutter improvements

Commissioner of management and budget authorized to sell and issue state bonds up to $4,050,000 to fund the appropriation

Funds become available only after the commissioner determines sufficient resources have been committed to complete the project; effective the day following final enactment
