Health care worker platforms (electronic systems where workers accept temporary shifts at health care facilities) must register with the Minnesota Commissioner of Health prior to operating and annually thereafter, with platforms operating as of July 1, 2025 required to submit applications by October 1, 2025

Maximum billing rates for both supplemental nursing services agencies and health care worker platforms are capped at 150% of the weighted average wage rate plus payroll taxes for the applicable employee classification and geographic area

Platforms are prohibited from requiring non-compete agreements, charging fees when workers accept employment from facilities, or restricting workers from using other platforms or taking other jobs; workers cannot accept shifts at a single facility for 90 or more consecutive days

Platforms must maintain occupational accident insurance, general liability insurance, and professional liability insurance, and must keep records verifying workers meet licensing, training, criminal background check, and federal exclusion check requirements for five years
