Payment notifications must be provided at no cost to contractors or subcontractors

Contract provisions that restrict, delay, or prohibit a party from submitting an invoice are declared void and unenforceable as contrary to public policy

Contractors must provide written statements detailing the amount and reason for withholding retainage when disputes arise with subcontractors

Applies to both public improvement contracts and private building and construction contracts, excluding professional services contracts
