Creates a new Special Reviews Division within the Office of the Legislative Auditor, adding to the existing Financial Audits Division and Program Evaluation Division

Expands the list of officials required to notify the legislative auditor of suspected misuse of public money or unauthorized data access to include deputy executives, division heads, chief administrative officers, and board chairs

Authorizes the legislative auditor to conduct follow-up special reviews to assess changes since prior reviews, and allows access to data on state information systems without notifying the affected entity during audits of leadership

Requires state agency commissioners and executives to ensure employee concerns about misuse of public resources are directed to designated officers or the Legislative Auditor, with the Commissioner of Management and Budget developing a standardized reporting policy

Repeals Section 16B.45, which authorized the legislative auditor to conduct performance evaluations of IT and computerization efforts for agencies and political subdivisions
