Appropriates $18,000,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to St. Paul for street and public infrastructure improvements in the Midway area

Eligible uses include transit facilities, rights-of-way, easements, sidewalks, utilities, sewer, stormwater systems, landscaping, lighting, parking facilities, and other site improvements

Defines the target area as property bounded by Snelling Avenue, University Avenue, Interstate 94, and Pascal Street that was damaged during the May 2020 civil unrest under Emergency Executive Order 20-64

Authorizes the Commissioner of Management and Budget to sell and issue up to $18,000,000 in state bonds to fund the appropriation
