$20,000,000 appropriated from bond proceeds to the Metropolitan Council for grants to metropolitan area cities for capital improvements to municipal wastewater collection systems

Grants cover up to 50% of costs to reduce inflow and infiltration into the regional sanitary sewer disposal system

Eligible cities must be identified as contributors of excessive inflow/infiltration or have measured flow rates within 20% of allowable council-determined limits

Commissioner of Management and Budget authorized to sell and issue up to $20,000,000 in state bonds to fund the appropriation

Effective the day following final enactment
