Appropriates $155.35 million in FY2026 and $155.40 million in FY2027 from the Clean Water Fund for water quality protection, groundwater monitoring, watershed restoration, and drinking water safety programs across multiple state agencies

Allocates $17.275 million annually to the Department of Agriculture for pesticide monitoring, nitrate groundwater protection, the Forever Green initiative ($3 million/year), agricultural water quality certification, and conservation equipment grants

Provides $71.8 million annually to the Board of Water and Soil Resources for implementing watershed-based plans under the One Watershed, One Plan program, conservation easements, soil health practices, and local government water protection grants

Appropriates $65.29 million in FY2026 and $67.85 million in FY2027 from the Parks and Trails Fund, split between DNR state parks/trails ($25.9-26.9 million/year), Greater Minnesota regional parks grants ($12.9-13.4 million/year), and Metropolitan Council regional parks ($25.9-26.9 million/year)

Designates all appropriations as onetime funding available through extended periods (generally until June 30, 2028-2032 depending on program), with requirements for disability access, diversity in environmental careers, and compliance with MMB Legacy Fund expenditure guidance
