Authorizes patients or their health care agents to execute a "nonopioid directive" - a written document instructing that opioids must not be administered or prescribed to the patient

Requires health care providers to include nonopioid directives in patients' health records and mandates that prescribers and health professionals comply with these directives

Allows an exception permitting opioid administration in emergency circumstances when medically necessary and the provider cannot access the patient's health record, with required follow-up information on substance use disorder services

Establishes immunity from criminal prosecution, civil liability, and professional disciplinary action for health professionals, health care facilities, and emergency medical services providers who act reasonably and in good faith when complying with or inadvertently violating a nonopioid directive

Directs the Minnesota Commissioner of Health to develop and publish a standardized nonopioid directive form on the Department of Health website
