Establishes a consumer protection restitution account in the special revenue fund to pay compensation to consumers harmed by unlawful business practices when the Attorney General recovers money through enforcement actions

Requires 50% of money recovered by the Attorney General in consumer enforcement actions (not designated for specific victims or purposes) be deposited into the new account, with the remaining 50% going to the general fund

Allows unredeemed consumer compensation payments to be redeposited into the account after 120 days, and caps administrative costs at 3% of total available funds

Requires the Attorney General to publish an annual report detailing enforcement actions, distributions to consumers, pending distributions, concluded actions, and administrative costs, with copies provided to relevant legislative committees

Creates a state income tax subtraction for consumer enforcement public compensation payments received from the account, effective retroactively for taxable years beginning after December 31, 2023
