Modifies an existing $2,250,000 capital investment grant to the city of Marshall for the Minnesota Emergency Response and Industrial Training (MERIT) Center

Narrows the scope of the grant from general "improvements" to specifically a 50-yard and 300-yard firearms range and firearms support buildings

Removes authorization to use funds for a live-burn buildout structure that was included in the original 2023 appropriation

Amends Laws 2023, chapter 71, article 1, section 9, subdivision 12

Effective the day following final enactment
