Establishes a state-funded cybersecurity grant program for counties and cities that lack resources to benefit from other federal and state cybersecurity programs, with $20,000,000 appropriated in fiscal year 2026

Initial grants cover up to $25,000 for eligible cybersecurity expenditures; supplemental grants may cover 75% of costs above $25,000, with a maximum total of $1,000,000 per county or city

Eligible expenditures include IT security services, backup and cloud storage solutions, email filtering, antivirus software, firewalls, network hardware, and related consulting services

Commissioner must prioritize applications based on reducing statewide risk, protecting critical infrastructure and government data, demonstrated local need, and equitable geographic distribution

Annual reporting to the legislature required beginning January 15, 2026, detailing each grant awarded by jurisdiction, amount, and expenditure description
