Adds "consistent attendance" as a new required metric in Minnesota school performance reports, defined as students attending more than 90% of school days while enrolled

Students must be enrolled for at least half an academic year to be included in a school's consistent attendance calculation

Requires the Commissioner of Education to post consistent attendance data on the department's public website by September 1, 2025, for the 2024-2025 school year, and annually thereafter

Amends Minnesota Statutes section 120B.36 to include consistent attendance alongside existing reporting requirements such as academic performance, student engagement, and enrollment demographics

Effective date is July 1, 2025
