Adds new permissible innovation zone activities including early diploma programs with concurrent postsecondary enrollment, year-round career and technical education programs, special education intervention models, and alternative assessment methods

Reorganizes education innovation statutes by consolidating provisions from various sections into new Minnesota Statutes chapter 124F
