Pupils in preschool, prekindergarten, and kindergarten through grade 3 remain prohibited from disciplinary dismissals, but expulsions and exclusions may now be used when there is "a safety threat" rather than requiring "an ongoing serious safety threat" after exhausting other resources

Schools must provide alternative educational services before dismissal proceedings, replacing the previous requirement to use "nonexclusionary disciplinary policies and practices"

Removes the requirement that school board dismissal policies include nonexclusionary disciplinary policies and emphasize preventing dismissals through early detection of problems

Repeals section 121A.425 subdivision 2 (nonexclusionary discipline requirements for early learning) and section 121A.611 (restrictions on recess detention and protections for student breaks/mealtimes)

All provisions effective July 1, 2025
