Transfers oversight of the Minnesota Braille and Talking Book Library from the Department of Education to the Department of Employment and Economic Development (DEED)

DEED must provide specialized services to people with visual and physical disabilities through the library under a cooperative plan with the National Library Service for the Blind and Print Disabled of the Library of Congress

Commissioner of DEED must appoint a 5-member advisory committee composed of library users to advise on long-range plans and library services

Advisory committee may conduct meetings by telephone or electronic means, provided at least one member is physically present, all votes are by roll call, and the public can hear all proceedings

Current advisory committee members appointed by the commissioner of education may serve until their terms end, with future appointments made by the DEED commissioner
