Expands the Opioids, Substance Use, and Addiction Subcabinet from 9 members to 13 members by amending Minnesota Statutes section 4.046, subdivision 2

Adds four new members: the commissioner of children, youth, and families; the chief executive officer of direct care and treatment; the commissioner of commerce; and the director of the Office of Cannabis Management

Retains all existing members including commissioners of human services, health, education, public safety, corrections, management and budget, and higher education

The governor's director of addiction and recovery continues to serve as chair of the subcabinet
