Amends a 2023 appropriation of $26,000,000 to Hennepin County, changing the project description from "anaerobic digester" to "recycling recovery facility" in Brooklyn Park

Removes the word "new" from the facility description and updates terminology throughout

Retains the requirement to demolish the Hennepin County Sheriff's facility at the site to make room for the recycling recovery facility

Removes the condition that required Hennepin County to submit a plan for ceasing operations at the Hennepin Energy Recovery Center before accessing the funds

Effective the day following final enactment
