Creates the "Safe Haven In Every Local District (SHIELD) Act" establishing school security grants administered by the Commissioner of Public Safety in consultation with the Minnesota School Safety Center

Requires SHIELD grant recipients to include a safe schools plan in their facilities plan identifying physical modifications to improve student and staff safety; allows non-recipient districts to voluntarily include such plans

Appropriates funds from the general fund in fiscal year 2026 (amount TBD) for comprehensive security system installation, with grants prioritized for schools serving the largest student populations across all geographic regions

Mandates security systems include features such as bullet-resistant doors and windows, ballistic wall panels, magnetic door-locking systems, classroom duress alarms linked to law enforcement, and emergency building access for first responders

Requires the Minnesota School Safety Center to report annually by February 1 on grant awards, purchased items, and contracted vendors, with appropriation available until June 30, 2028
